Noel Paynter, JD, CPA - Partner, CFO

Noel co-founded Outrider in 2016, having advised on tax credits for hundreds of films, television shows and video games. He frequently lectures on the subject and has provided tax credit counsel for films and programming by Disney, ESPN, LionsGate, Sony, USA, A&E, and CBS.

After spending his early career as a full-time attorney (primarily tax law), in 2005 Noel shifted his focus to the entertainment industry and state incentive programs. He drafted much of the language for the Arizona program and consulted on the Georgia incentive prior to its passage. He soon had so much Georgia work he moved his family here.

Noel received his undergraduate degree in Business Administration from the University of Kansas and his law degree from the University of Missouri-KC School of Law.  He lives in Atlanta with his wife and children. 

 
 

Cole Skinner - Partner, Operations

Cole started his entertainment career as a talent buyer, general manager and partner in live music venues, growing audiences in Atlanta, New Orleans, and Lexington, KY.

Before co-founding Outrider, Cole assisted Atlanta and Los Angeles production companies and creative agencies with business development, breaking new business with Fox, NBC, CBS, Georgia Pacific, Coke, TNT and Nickelodeon, among others.

At Outrider, Cole’s focus is administration and operations. He has a degree in Economics from the University of Georgia and lives with his wife and daughter in the Atlanta area.

 
 

Bill Comisky - Partner, Technology Solutions

Bill joined Outrider in 2024, bringing 25 years of experience in engineering consulting and technology solutions. He began his career analyzing radar systems at Georgia Tech before transitioning to commercial engineering design at a Silicon Valley communications startup.

As founder of his own engineering consulting firm, Bill leveraged his expertise in software development and computing solutions to help hundreds of clients with technical strategies, engineering optimization, process automation, and high-performance computing platforms.

Bill holds a degree in Physics from the Georgia Institute of Technology and lives in Washington DC with his wife and sons.
